how am i as an atheist supposed to tell the difference between ‘real’ muslims and people who say they are muslims but arent really?
If someone claims to be a Christian, I assume that they are, whether I think that their actions and beliefs chime with ‘true’ Christianity as I understand it or not.
I would suggest that the same rule should be applied to Muslims.

Can’t think why anyone would say they are Muslim if they aren’t. Why anyone would say they are Christian when they aren’t. Ditto with every other religion/faith. Why would anyone say they are Atheist when they’re not.
People either haven’t made up their mind, are confused or just playing mind tricks with others.
